BILBAO, Spain — More than a decade after the Guggenheim opened its Frank Gehry–designed Bilbao branch, proving art museums’ power to transform and uplift depressed communities (and catalyzing a slew of other attempts to do the same), the Spanish branch is considering building a satellite of its own.
